Opinions on Promoting the Development of Mutual Aid Elderly Care Services<\/span><\/span><\/p>\n

The civil affairs departments (bureaus), development and reform commissions (bureaus), industry and information technology departments (bureaus), natural resources departments (bureaus), housing and urban-rural construction departments (bureaus), agriculture and rural affairs departments (bureaus), health commissions, radio and television bureaus, sports administrative departments, disabled persons’ federations, and aging offices of all provinces, autonomous regions, and municipalities directly under the Central Government; the Civil Affairs Bureau, Development and Reform Commission, Industry and Information Technology Bureau, Natural Resources Bureau, Housing and Urban-Rural Construction Bureau, Agriculture and Rural Affairs Bureau, Health Commission, Culture, Sports, Radio and Television Tourism Bureau, Disabled Persons’ Federation, and Aging Office of the Xinjiang Production and Construction Corps:<\/span><\/span><\/span><\/p>\n

Mutual aid elderly care services refer to activities that provide voluntary, non-profit elderly care services to the elderly through mutual assistance among neighbors or village (community) residents.<\/span>Developing mutual aid elderly care services is an important requirement for implementing the national strategy of actively responding to population aging, and a key component of deepening the reform and development of elderly care services and building an elderly care service system suitable for China’s national conditions. To promote the development of mutual aid elderly care services, the following opinions are put forward.<\/span><\/span><\/span><\/p>\n

I. Overall Requirements<\/span><\/strong><\/span><\/p>\n

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of the 20th National Congress of the Communist Party of China and all previous plenary sessions of the 20th Central Committee, promote the excellent traditional virtues of the Chinese nation of mutual assistance and unity in times of difficulty, advocate a positive view of aging and the concept of healthy aging, do our best within our capabilities, adapt to local conditions, and provide convenient services nearby,<\/span>Vigorously promote mutual aid elderly care services, integrate them into the urban and rural community governance system, explore institutionalized, sustainable, and diversified development models, and gradually form a development pattern of mutual aid elderly care services guided by the government, supported by grassroots autonomous organizations, with voluntary mutual assistance among the elderly and broad participation from society, to better meet the diverse elderly care service needs of the elderly.<\/span><\/span><\/span><\/p>\n

By 2030, the coverage rate of urban and rural community elderly care service facilities with mutual aid service functions shall not be less than 70%, the working mechanism for visiting and caring for special difficult elderly people in townships (subdistricts) shall be fully established, mutual aid elderly care services shall be widely carried out, and service sustainability shall be significantly enhanced. By 2035, the degree of organization of mutual aid elderly care services shall be further improved, the service support system shall be further perfected, and the service needs of the elderly such as visiting and caring, social participation, and spiritual consolation shall be better met.<\/span><\/span><\/span><\/p>\n

II. Establish and Improve Mutual Aid Service Models<\/span><\/strong><\/span><\/p>\n

(1) Develop home-based mutual aid services supported by communities<\/span><\/span><\/span><\/p>\n

Support the formation of mutual aid service teams with village cadres, community workers, village (resident) group leaders, building gatekeepers as the backbone, low-age healthy elderly as the main body, and actively incorporate social organizations, social work professionals and other forces to participate,<\/span>investigate the demand and supply situation, and focus on providing services such as meal assistance, cleaning assistance, mobility assistance, medical assistance, emergency assistance, rehabilitation assistance, and disease prevention publicity, so that special difficult elderly people have ‘someone to ask about daily, someone to help in times of difficulty, and someone to manage when sick.’ Support the development of mutual aid elderly care services through methods such as establishing ‘central households + mutual aid workers,’ forming volunteer service teams, and serving by zones. Encourage the cultivation of professional mutual aid elderly care service operation teams to improve service quality and sustainability. Deeply carry out visiting and caring services for special difficult elderly people, guide townships (subdistricts) to implement the list of duties, and establish account books for visiting and caring services for elderly people in special families such as those living alone, empty-nesters, disabled, and severely disabled. Where conditions permit, explore the formulation of a list of mutual aid elderly care service items.<\/span><\/span><\/p>\n

(2) Carry out rural mutual aid services according to local conditions<\/span><\/span><\/span><\/p>\n

All localities actively carry out rural mutual aid elderly care services through methods such as mutual neighbor assistance, multi-household meal sharing, and paired assistance.<\/span>Explore and promote models such as ‘Xingfuli’ mutual aid communities and mutual aid happiness homes, integrate and optimize township nursing homes, rural happiness homes, idle schools, etc., and renovate and expand them into mutual aid elderly care communities suitable for the elderly to live in. On a voluntary basis, guide special difficult elderly people or elderly people living in remote areas where relevant public services are difficult to cover to move and live together in the same community, courtyard, building, etc. that meet safety conditions such as building and fire safety, and carry out mutual aid elderly care services. Where conditions permit, organize elderly care service institutions, property enterprises, etc. to provide services. Natural villages (groups) with small populations, frequent natural disasters, and poor living environments may, in accordance with regulations, relocate and live together, and organize mutual aid elderly care services. Where conditions permit, actively rely on township health centers and village clinics to provide services such as rehabilitation nursing, health education, and infectious disease prevention; support township health centers and village clinics to carry out contracted cooperation and provide services for township (subdistrict) regional elderly care service centers and village elderly care service stations.<\/span><\/span><\/p>\n

(3) Actively explore new models of mutual aid services<\/span><\/span><\/span><\/p>\n

Aging offices at all levels promote the inclusion of mutual aid elderly care services in the ‘Silver Age Action’ and organize elderly volunteer service activities with the theme of ‘mutual aid elderly care.’<\/span><\/span>Where conditions permit, rely on the elderly care service information system, county-level comprehensive elderly care service management platform, etc., to establish a unified mutual aid service time (points) management system; encourage the establishment of cross-regional deposit and redemption platforms; explore the establishment of a time (points) transfer mechanism to transfer one’s own service time (points) to direct family members for use; innovate the value conversion mechanism of mutual aid elderly care services, and support the exchange of mutual aid elderly care service time (points) for elderly care services, social practice credits, etc. Encourage the establishment of ‘mutual aid material sharing stations’ in villages (communities), equipped with commonly used rehabilitation assistive devices for the elderly such as walking aids and visual aids, and carry out non-profit rental services for rehabilitation assistive devices. Encourage localities with conditions to develop and set up rural elderly assistance positions in accordance with regulations, and support the development of mutual aid elderly care services.<\/span><\/span><\/span><\/p>\n

III. Coordinate the Construction of Mutual Aid Service Bases<\/span><\/strong><\/span><\/p>\n

(4) Strengthen the construction of mutual aid service facilities<\/span><\/span><\/p>\n

Coordinate the layout and construction of mutual aid elderly care service facilities such as neighborhood mutual aid points and rural happiness homes.<\/span><\/span>Support villages (communities) that have already built elderly care service facilities to add mutual aid elderly care service functions. For villages (communities) that have not built elderly care service facilities, based on the actual needs of the elderly, construct mutual aid elderly care service facilities following the principle of ‘build where appropriate, renovate where appropriate, rent where appropriate.’ Actively expand diverse activity spaces for mutual aid elderly care services, and encourage the renovation and use of idle houses, spare space in villages (communities), etc., to provide services under the premise of ensuring safety. Strengthen the barrier-free and age-friendly construction and renovation of mutual aid elderly care service facilities.<\/span><\/span><\/span><\/p>\n

(5) Utilize public service facilities to provide services<\/span><\/span><\/p>\n

Coordinate grassroots public service facilities or venues, utilize village (community) service complexes, New Era Civilization Practice Stations, etc., to widely carry out mutual aid elderly care services and deepen civilized practice activities for the elderly.<\/span><\/span>Guide small supermarkets, village (community) convenience stores, catering enterprises, village clinics, etc., to carry out barrier-free and age-friendly renovations to provide support for mutual aid elderly care services.<\/span><\/span><\/span><\/p>\n

(6) Guide elderly care service institutions to actively participate<\/span><\/span><\/p>\n

Encourage all types of elderly care service institutions to actively integrate into the construction of ‘elderly care consortia,’ and provide activity platforms, technical guidance, and service guarantees for mutual aid elderly care services by means such as opening up institutional facility resources, setting up service stations, and providing professional guidance.<\/span><\/span>Explore ‘property management + mutual aid elderly care,’ leverage the advantages of property enterprises being permanently stationed in communities and close to residents, provide convenience for mutual aid elderly care services, and encourage qualified property enterprises to participate in mutual aid elderly care services.<\/span><\/span><\/p>\n

IV. Strengthen Support and Guarantee for Mutual Aid Service Elements<\/span><\/strong><\/span><\/p>\n

(7) Strengthen service resource integration<\/span><\/span><\/p>\n

Integrate mutual aid elderly care services into the construction of the three-level urban and rural elderly care service network, and give full play to the role of county-level comprehensive elderly care service management platforms and township (subdistrict) regional elderly care service centers,<\/span><\/span>Actively connect personnel, facilities, funds, services, technology, etc., coordinate and integrate mutual aid elderly care service resources within the region, and promote precise docking and efficient allocation.<\/span><\/span>Mutual aid elderly care service stations should strengthen training for personnel involved in mutual aid services, and for service needs with a high degree of specialization and high risk, timely refer them to relevant elderly care service institutions and ensure service connection. Support the use of the Internet, the Internet of Things, artificial intelligence, etc., to carry out mutual aid elderly care services, and improve the information and intelligence level of services.<\/span><\/span><\/p>\n

(8) Improve measures to support development<\/span><\/span><\/p>\n

Encourage exploration of the method of ‘government subsidies a little, collectives contribute a little, families pay a little, and society donates a little’ to support the sustainable development of mutual aid elderly care services.<\/span><\/span>The funds from locally retained welfare lottery public welfare funds used for elderly care services can be used to support the development of mutual aid elderly care services. Collective economic organizations may legally use relevant income to support the development of mutual aid elderly care services. Integrate mutual aid elderly care services into the key content of age-friendly community construction and the scope of volunteer service activities of universities for the elderly. Where conditions permit, accident injury insurance can be purchased for personnel participating in mutual aid elderly care services.<\/span><\/span><\/p>\n

(9) Leverage the functions of grassroots elderly associations, etc.<\/span><\/span><\/p>\n

Encourage grassroots elderly associations, elderly sports associations, and other elderly-related organizations to carry out ‘elderly care consultant’ services, providing professional guidance and support for mutual aid elderly care services through professional consultation, skills training, resource integration, etc.<\/span><\/span>Support grassroots elderly associations in organizing low-age healthy elderly people to provide services for the elderly, disabled, and severely disabled, such as purchasing and handling errands, seeking medical care and delivering medicine, visiting and caring, meal and cleaning assistance, and spiritual consolation. Support localities in innovating the linkage mechanism of communities, social organizations, social work professionals, and community volunteers to promote supply-demand matching and resource sharing. Encourage and guide public welfare and charitable organizations, caring enterprises, and individuals to participate in mutual aid elderly care services through charitable donations and other means.<\/span><\/span><\/p>\n

V. Strengthen Organization and Implementation<\/span><\/strong><\/span><\/p>\n

(10) Leverage the role of village (resident) committees<\/span><\/span><\/p>\n

Village (resident) committees shall set up committees for the work of the elderly, women, and children as needed, and actively organize or guide village (community) residents to carry out mutual aid elderly care services<\/span><\/span>, prevent and coordinate the handling of disputes, and give appropriate praise and incentives to actively participating organizations or individuals. Support the inclusion of relevant content of mutual aid elderly care services into village regulations and residents’ conventions to cultivate a mutual aid culture.<\/span><\/span><\/p>\n

(11) Promote the standardized development of mutual aid services<\/span><\/span><\/p>\n

Local civil affairs departments at all levels actively guide the development of mutual aid elderly care services and help improve the level of service standardization and institutionalization.<\/span><\/span>Units and individuals organizing and participating in mutual aid elderly care services shall comply with relevant laws and regulations and protect the legitimate rights and interests of the elderly. Encourage all parties involved in mutual aid elderly care services to sign written agreements to clarify rights, obligations, and dispute resolution methods. Study and formulate relevant standards and norms for mutual aid elderly care services.<\/span><\/span><\/p>\n

(12) Strengthen publicity and guidance<\/span><\/span><\/p>\n

Actively publicize the concept of mutual aid elderly care services, and promote the traditional virtues of filial piety, respect for the elderly, and mutual assistance.<\/span><\/span>Combine with the Double Ninth Festival, Respect for the Elderly Month, etc., to carry out thematic publicity, policy interpretation, case sharing, and other activities. Encourage localities to organize activities such as ‘Mutual Aid Elderly Care Theme Day’ to enhance the mutual aid awareness of the elderly.<\/span><\/span><\/p>\n

(13) Strengthen supervision and guidance<\/span><\/span><\/p>\n

Civil affairs and aging work departments at all levels should take the development of mutual-aid elderly care services as an important part of aging and elderly care work, strengthen support and guidance, and organize the ‘Silver Age Action’ in the new era.<\/span><\/span>Include mutual-aid elderly care services in the scope of tasks for creating national demonstration elderly-friendly communities, guide grassroots elderly associations to actively carry out mutual-aid elderly care services, and work with the industry and information technology departments to improve the informatization and intelligence level of mutual-aid elderly care services. The development and reform department is responsible for strengthening guidance on the construction of elderly care service facilities based on its functions. The natural resources department is responsible for guiding localities to use collective land or revitalize idle land in accordance with laws and regulations to support mutual-aid elderly care services. The housing and urban-rural construction department is responsible for guiding property enterprises to actively participate in mutual-aid elderly care services. The agriculture and rural affairs department is responsible for promoting the inclusion of mutual-aid elderly care services as an important part of the rural revitalization strategy. The health department is responsible for guiding primary medical and health institutions to facilitate mutual-aid elderly care services and supporting the strengthening of care and assistance for elderly people from special families with family planning through mutual aid. The broadcasting and television administrative department is responsible for actively carrying out promotional activities for mutual-aid elderly care services. The sports department guides the elderly sports associations to promote mutual aid among the elderly through sports activities, helping to improve mutual-aid elderly care services. The disabled persons’ federation is responsible for supporting the care service work for elderly people with disabilities through mutual aid.<\/span><\/span><\/span><\/p>\n

The Ministry of Civil Affairs and the National Office on Aging, together with relevant departments, will strengthen tracking and guidance, summarize and promote experiences and practices, and ensure the implementation of this opinion.<\/span><\/span><\/span><\/p>\n
