2026 AID Silver Economy Innovation and Development Conference

Currently, the aging process of China’s population continues to accelerate. By the end of 2025, the national population aged 60 and above has reached 323 million, accounting for 23.0% of the total population. Facing a large and diverse elderly population, actively responding to population aging has risen to a national strategy. The 15th Five-Year Plan outline has elevated the development of the silver economy to a new strategic height, clearly stating the need to ‘actively develop elderly human resources and vigorously develop the silver economy,’ with specific measures including enriching the supply of age-appropriate products and services, and cultivating leading enterprises and well-known brands.
In February 2026, the State Council executive meeting specifically studied the work of promoting the development of the silver economy and elderly care services, emphasizing its huge potential and proposing multiple specific measures including releasing consumer demand and expanding inclusive supply. As the first megacity in the country to enter deep aging, Shanghai has always been at the forefront in building the elderly care service system, actively exploring the ‘Shanghai Solution’ for megacities to cope with population aging, contributing ‘Shanghai Wisdom’ to the development of the national silver economy.
Against this background, the 2026 AID Silver Economy Innovation and Development Conference, hosted by the Shanghai Civil Affairs Bureau, will be heldon June 4in the afternoon atPudong Hall, Kerry Hotel PudongThe conference, with the theme ‘Exploration, Innovation, Leadership: New Momentum of Silver Economy and Urban Practice,’ aims to gather wisdom from government, academia, industry, and finance to jointly explore the path of high-quality development of the silver economy. At that time, nearly 500 representatives from civil affairs departments across the country, industry associations, elderly care service institutions, financial investment institutions, aging-related research institutions, and news media will gather together to discuss the new blue ocean of the silver economy.

The conference will invite heavyweight guests including humanities and financial observer Qin Shuo, Deputy Dean of the School of International and Public Affairs at Shanghai Jiao Tong University Zhang Lufa, and Shanghai Municipal Government Counselor Wu Ruijun, as well as industry leaders from institutions such as SPD Bank, Fourier, Danone, Shanghai Silver Store, Ant Health, and CITIC Pension, to jointly discuss the future landscape of the silver economy. Opening the conference, humanities and financial observer Qin Shuo will deliver a speech titled ‘New Consumption, New Momentum, and New Business Logic in the Silver Economy Era,’ analyzing the underlying driving forces of silver consumption from the dual perspectives of macroeconomics and business civilization. He points out that the consumption of the silver generation is transitioning from ‘survival-oriented’ to ‘enjoyment-oriented,’ and a business revolution about ‘how to age’ is taking place.
From macro trends to financial innovation, from technology scenarios to standard systems, from entity operations to scientific nutrition—the conference speech content is designed in a progressive manner, outlining a complete picture of the integrated development of ‘government, industry, academia, research, and application’ in the silver economy.
