From Scale Expansion to Quality Leap: The Inevitable Path of the Silver Economy and Shanghai's Practice
Currently, China is in a stage of deep population aging, which poses a severe challenge to people’s livelihood security but also offers a major opportunity for industrial structural transformation and upgrading. The ’15th Five-Year Plan’ has elevated the silver economy to a strategic level, and the State Council executive meeting has clearly released the policy direction of stimulating consumer demand and expanding inclusive supply. As one of the mega-cities with the highest degree of aging in the country, Shanghai, in the role of a pioneer, continues to explore the ‘Shanghai Solution’ to cope with population aging. In response to the call of the times and policy deployment, the 2026 AID Silver Industry Innovation and Development Conference, hosted by the Shanghai Civil Affairs Bureau, was born, aiming to gather wisdom from all sides and jointly plan the high-quality development path of the silver economy.

The conference is divided into two halves. In the second half, representatives from academia, testing institutions, multinational corporations, local benchmarks, technology platforms, and health care operation institutions will take the stage one after another to share in-depth insights on industrial upgrading and standard construction.Wu Ruijun, Counsel of Shanghai Municipal Government and Executive Dean of the Institute of Aging Studies at East China Normal Universitywill give the first speech. Based on the actual development of Shanghai’s elderly products industry, he will deeply discuss the transformation path and upgrading direction of the future industry towards scenario-based, intelligent, and precise directions, comprehensively empowering Shanghai’s silver economy with high-quality industrial development. Following him,Tan Jun, Deputy Director of the National Health and Elderly Care Intelligent System and Equipment Quality Inspection and Testing Centerwill take the stage. Facing core pain points such as lack of trust and insufficient standards in the silver industry, he will systematically elaborate on how to build a solid credibility foundation for state-owned silver brands with national authoritative standards, providing solid support for the healthy and orderly development of the industry.
