Cui Bingwen is currently a member of the Party Committee and Vice President of Shanghai Pudong Development Bank, concurrently serving as Chief Risk Officer, Chief Compliance Officer, General Counsel, and Chairman of Shanghai International Trust Co., Ltd. In 2025, he published several professional articles in ‘China Finance’ and ‘The Banker’, and participated in the compilation of ‘Research on High-Quality Development of the Banking Industry’.

Shanghai International Trust was established in 1981, one of the earliest trust companies in China, with a registered capital of 5 billion yuan, enjoying high reputation and status in the financial field. It primarily engages in asset management, family and wealth management, and is one of the professional investment institutions in China’s trust industry with a full range of business varieties and comprehensive product service systems. Relying on the strong shareholder background and substantial capital strength of Shanghai Pudong Development Bank, the company has always been in the first tier of the industry.
Abstract
1. Shanghai’s current elderly care situation and pension finance. Pension finance requires a combination of financial and non-financial services.
2. The introduction and interpretation of the voluntary guardianship system requires the separation of ‘people management’ and ‘financial management’.
3. Using cases to illustrate the importance of ‘financial services’ + ‘elderly care services’.
4. Functions and value of elderly care service trusts. Through trust system design, achieve separation of property management and personal care decision-making, realizing a mechanism that separates guardianship from property management rights, effectively safeguarding the property safety and legitimate rights of the elderly.

Personal Profile Zhang Lufa, Ph.D. in Management, Professor and Doctoral Supervisor. His main research areas include health policy and social security. He currently serves as Deputy Dean of the School of International and Public Affairs at Shanghai Jiao Tong University, concurrently as Deputy Director of the China Institute for Urban Governance and Executive Dean of the Yangtze River Delta Health Research Institute. He also serves as Director of the Health Policy Research Institute of China Hospital Development Research Institute at Shanghai Jiao Tong University, Council Member of Shanghai Gerontology Society, Council Member of Shanghai Labor and Social Security Society, Director of the Medical-Nursing Integration Professional Committee of Shanghai Gerontology Society, and Deputy Director of the Medical-Nursing Integration Professional Committee of Shanghai Social Welfare Industry Association, among others.
To date, he has presided over more than 20 projects including key projects and general projects of the National Social Science Fund of China, and provincial and ministerial projects of the Ministry of Education. He has published 7 academic books and 15 edited works; published over 80 academic papers in journals such as ‘Chinese Public Administration’ and Health Policy and Planning; submitted over 50 internal references, which have been approved and adopted at various levels; received the 6th and 14th Shanghai Decision-making Consulting Research Achievement Awards, and the 10th Shanghai Philosophy and Social Science Outstanding Achievement Award; and has been honored with the first Shanghai Jiao Tong University Teaching and Education Third Prize, Shanghai Jiao Tong University Excellent Teacher First Prize, as well as titles such as Shanghai Jiao Tong University Morning Star Scholar, Shanghai Jiao Tong University Tang Lixin Outstanding Scholar, Shanghai Social Practice Excellent Instructor, and Xuhui District Guangqi Talent.
Organization Introduction The Yangtze River Delta Health Research Institute of Shanghai Jiao Tong University is a co-construction and sharing platform initiated by Shanghai Jiao Tong University under the guidance of the Yangtze River Delta Regional Cooperation Office and with support from relevant health departments in the three provinces and one city (Shanghai, Jiangsu, Zhejiang, Anhui). The institute was officially announced at the first Yangtze River Delta Health Summit on May 11, 2019.
Since its establishment, the institute has closely focused on the national strategies of ‘Healthy China’ and ‘Yangtze River Delta Integration’, fully gathering multidisciplinary resources within the university, actively integrating health resources outside the university, especially from governments, medical institutions, universities, social organizations, and enterprises in the Yangtze River Delta region, and exploring a talent team building mechanism of ‘small core, large periphery’. It has produced diversified academic achievements including high-quality policy recommendations, academic papers and books, research reports, media articles, and interviews, initially playing a role as a think tank for policy consultation and public enlightenment.
Abstract Based on the requirements for high-quality construction of modern people’s cities, grounded in the logic of megacity governance, focusing on the deep integration of elderly care technology and full scenarios of elderly care, and taking Shanghai’s practice as a sample, it explains the intrinsic relationship between technology empowerment, scenario coexistence, and industrial quality improvement. Combining Shanghai’s trinity system of home, community, and institutional elderly care, the implementation of smart elderly care scenarios, and the pioneering experience of age-friendly industry aggregation and upgrading, it addresses core pain points such as the disconnect between technology and demand, difficulty in service implementation, and insufficient industrial sustainability, exploring replicable paths for high-quality development of the silver economy in megacities, providing practical references for megacities nationwide to actively respond to population aging and build age-friendly cities. 2026 AID Silver Hair Industry Innovation and Development Conference Time: June 4, 13:30—17:35
